Grievance Redress Mechanism (GRM)

The Integrated Rurban Development and Climate Resilience Project (IRDCRP), implemented by the Ministry of Agriculture, Livestock, Lands and Irrigation with support from the World Bank, has established a ๐—š๐—ฟ๐—ถ๐—ฒ๐˜ƒ๐—ฎ๐—ป๐—ฐ๐—ฒ ๐—ฅ๐—ฒ๐—ฑ๐—ฟ๐—ฒ๐˜€๐˜€ ๐— ๐—ฒ๐—ฐ๐—ต๐—ฎ๐—ป๐—ถ๐˜€๐—บ (๐—š๐—ฅ๐— ) to ensure that all stakeholders, including project beneficiaries, affected persons, community members, and other interested parties, have access to a transparent and effective process for raising concerns related to project activities.

The GRM provides a formal platform to:
โ€ข Receive and address complaints, concerns, and feedback related to project implementation.
โ€ข Ensure grievances are resolved in a fair, timely, and transparent manner.
โ€ข Strengthen accountability and stakeholder trust.
โ€ข Prevent disputes from escalating and support continuous project improvement.
โ€ข Ensure compliance with the World Bankโ€™s Environmental and Social Standards (ESS10).

The GRM operates based on the principles of:

The IRDCRP GRM functions through a three-level structure:

โ€ข First point of contact for grievances.
โ€ข Aims to resolve complaints within 7 working days.

โ€ข Handles grievances that cannot be resolved at the GN level.
โ€ข Reviews and responds within 14 working days.

โ€ข Addresses complex or escalated grievances.
โ€ข Provides high-level review and resolution within 14 working days.
If a complainant is not satisfied with the outcome, they may also submit complaints directly to the World Bankโ€™s Grievance Redress Service (GRS).

The GRM can address concerns related to:
โ€ข Environmental and social impacts
โ€ข Land and property issues
โ€ข Livelihood impacts
โ€ข Construction-related disturbances (dust, noise, vibration)
โ€ข Access restrictions
โ€ข Damage to public or private property
โ€ข Occupational Health and Safety (OHS)
โ€ข Gender-Based Violence (GBV) and Environmental, Social, Health and Safety (ESHS) issues
โ€ข Contractor conduct and labor-related concerns

โ€ข Through local representatives
Anonymous complaints are also accepted.
