Component 2.1 of the Integrated Rurban Development and Climate Resilience Project focuses on the going to rehabilitation of minor irrigation tanks by the Department of Agrarian Development. Under this project, nearly 700 minor tanks will be rehabilitated, covering approximately 120 cascades.
Out of these, 78 cascades were previously developed under the Climate Smart Irrigated Agriculture Project (CSIAP) across five provinces. The current project aims to further develop the remaining 48 cascades, including seven ponds in the Jaffna district and the Mandakal Aru water barrage. These interventions will be implemented across 12 districts in Sri Lanka, largely within the same Agrarian Service areas previously covered by CSIAP.
The agriculture development activities under Component 2.1 will also be extended to Component 2.2, with suitable modifications based on local conditions and requirements.

Upland development activities will be implemented in collaboration with farmer societies previously established under CSIAP, using available baseline data.
Key interventions include:
1. Expansion of the Climate Smart Seed Production Program under rain shelters and poly tunnels
2. Conversion of tail-end irrigated paddy lands into crop-diversified systems supported by rainwater harvesting and lift irrigation
3. Implementation of solar-powered lift irrigation systems using previously established but underutilized canal networks
4. Introduction of soil conservation measures in catchment areas through perennial crops, high-value crops, and alley cropping systems without disrupting farmersโ livelihoods
1. Strengthening existing Cascade Management Committees or establishing new committees to manage cascades sustainably without further government intervention
2. Preparation of Cascade Development Maps to guide the transition from chena/shifting cultivation to sustainable climate-smart farming systems such as agroforestry, alley cropping, and protected agriculture (net houses and poly tunnels)
3. Development and implementation of climate-smart agriculture models tailored to different cascade and catchment scenarios
