2nd Project Steering Committee Meeting - Integrated Rurban Development and Climate Resilience Project (IRDCRP)

The Project Steering Committee (PSC) serves as the highest decision-making body of the Integrated Rurban Development and Climate Resilience Project (IRDCRP). Its primary functions include reviewing and approving the Annual Work Plans and Budgets (AWPB), providing strategic guidance for project implementation, addressing policy and operational bottlenecks, and facilitating inter-agency coordination to ensure the timely achievement of project objectives.
The inaugural PSC meeting was successfully held on 25 November 2025, during which key implementation arrangements and strategic directions for the project were discussed and endorsed.
The 2nd Project Steering Committee Meeting was convened on 3 March 2026 at 9:00 a.m. at the Conference Hall of the Ministry of Agriculture, Livestock, Land and Irrigation (MOALLI). The meeting was chaired by the Secretary of MOALLI and attended by the members nominated by the National Project Steering Committee (NPSC), senior officials of the Ministry, representatives of implementing agencies, and project staff.
The meeting commenced with welcoming remarks delivered by Mrs. Lathisha P. Liyanage, Additional Secretary (Development), who warmly welcomed all participants and emphasized the importance of maintaining implementation momentum to achieve the project’s development objectives. She subsequently invited the Project Director, Mr. R.H.W.A. Kumarasiri, to present the overall project progress and the Board Papers submitted for the Committee’s consideration.
During his presentation, the Project Director provided a comprehensive overview of the implementation progress achieved under each project component, highlighting key accomplishments, challenges encountered, and corrective measures undertaken. He further outlined the strategic initiatives planned for 2026 in line with the approved Annual Action Plan, with particular emphasis on accelerating procurement activities, strengthening institutional coordination, enhancing monitoring and evaluation mechanisms, and ensuring timely delivery of project outputs.
In addition, the Project Director submitted eleven Board Papers to the Project Steering Committee seeking approval on a range of project-related matters critical to effective implementation. Following detailed deliberations and discussions, the Committee expressed its satisfaction with the progress achieved and the actions undertaken by the Project Management Unit. Consequently, approval was granted for all eleven Board Papers, enabling the project to proceed with the proposed activities and implementation arrangements.
The meeting concluded with the Chairperson reaffirming the Ministry’s commitment to supporting the successful implementation of the IRDCRP and emphasizing the importance of continued collaboration among all stakeholders to achieve the project's intended outcomes and development objectives.
