The Integrated Rurban Development and Climate Resilience Project (IRDCRP) formally commenced rehabilitation works for five selected minor irrigation tanks in the Mannar District with the successful completion of kick-off and commencement meetings held on 6 October 2026.
The meetings were conducted for the following minor irrigation tanks:
• Sinnatheththakuli Tank
• Karampaikulam Tank – Pannavedduvan GND
• Kokkumadukulam Tank
• Karampaikulam Tank – Sirukandal GND
• Isankankulam Tank
The kick-off meetings provided an important platform to formally introduce the respective contractors to the Community-Based Organizations (CBOs), farmers and other beneficiaries associated with each tank. The meetings also enabled the project and technical officials to explain the planned rehabilitation activities, implementation arrangements and the roles and responsibilities of the different stakeholders.
As part of the project's commitment to community participation, transparency and social accountability, a Social Audit Committee (SAC) was established among the beneficiaries of each tank. The committees will play an important role in facilitating community-level participation, monitoring the progress of works and strengthening accountability throughout the implementation process.
The beneficiaries were also given an opportunity to express their views, identify issues and communicate additional requirements relating to the respective tanks. The feedback received from the farming communities will support the effective implementation of the rehabilitation works while ensuring that community needs and local priorities are appropriately considered.
The meetings were attended by officials from the Department of Agrarian Development (DAD), including the Assistant Commissioner of Agrarian Development (ACAD), Resident Engineer (RE), Technical Officer (TO) and Agrarian Research and Production Assistant (ARPA). The Deputy Project Director (DPD) and Project Officer – Social Development (PO-SD) representing IRDCRP (DAD) also participated in the meetings.
The meetings were successfully organized with strong participation from the farming communities. The active engagement of the beneficiaries demonstrated their commitment and interest in the rehabilitation and sustainable management of the irrigation facilities that are vital to their agricultural livelihoods.
The formal commencement of these works marks an important step towards improving the functionality and resilience of minor irrigation infrastructure in Mannar District. Through the combined efforts of the IRDCRP, Department of Agrarian Development, contractors and beneficiary communities, the project aims to contribute to improved water management, enhanced agricultural productivity and greater climate resilience among farming communities.
